天津:支持石化化工企業自建風光項目,提高綠電比例

近日(ri),天津市發改委印發《關于支持綠色石(shi)化產業(ye)鏈高(gao)質量發展的(de)若干措施》的(de)通(tong)知。

為貫(guan)徹落實市委(wei)、市政府關于(yu)制(zhi)造(zao)業(ye)高質量發(fa)展(zhan)行動的決(jue)策部(bu)署(shu),加快(kuai)建設全國先進制(zhi)造(zao)研(yan)發(fa)基(ji)地,推進南港(gang)工業(ye)區世界一流化(hua)工新材料基(ji)地建設,推動綠色石化(hua)產(chan)(chan)(chan)業(ye)鏈(lian)高質量發(fa)展(zhan),夯實產(chan)(chan)(chan)業(ye)發(fa)展(zhan)基(ji)礎,提升產(chan)(chan)(chan)業(ye)發(fa)展(zhan)能級,增強產(chan)(chan)(chan)業(ye)競爭力,制(zhi)定以(yi)下政策措施:

一、做好項目審批服務

(二)建(jian)立健全項(xiang)(xiang)(xiang)目(mu)用(yong)(yong)海(hai)用(yong)(yong)地審(shen)批綠色通道(dao)。對(dui)擬(ni)落(luo)位于(yu)圍填海(hai)歷(li)史遺(yi)留問(wen)題成(cheng)陸(lu)區域(yu)、50公頃以上、需報(bao)國(guo)務(wu)院審(shen)核的(de)用(yong)(yong)海(hai)項(xiang)(xiang)(xiang)目(mu),支持項(xiang)(xiang)(xiang)目(mu)方加快辦理用(yong)(yong)海(hai)前期手續。對(dui)擬(ni)落(luo)位于(yu)圍填海(hai)歷(li)史遺(yi)留問(wen)題成(cheng)陸(lu)區域(yu)、50公頃以下的(de)用(yong)(yong)海(hai)項(xiang)(xiang)(xiang)目(mu),優化用(yong)(yong)海(hai)用(yong)(yong)地程序,對(dui)用(yong)(yong)海(hai)審(shen)核、用(yong)(yong)地審(shen)批、規(gui)劃許可等流程,并(bing)聯辦理、要件共享、流程優化,最大限(xian)度(du)縮減(jian)用(yong)(yong)海(hai)用(yong)(yong)地項(xiang)(xiang)(xiang)目(mu)手續辦理時(shi)間(jian),構建(jian)項(xiang)(xiang)(xiang)目(mu)用(yong)(yong)海(hai)用(yong)(yong)地審(shen)批綠色通道(dao)。(責任單位:市(shi)規(gui)劃資源(yuan)局、濱海(hai)新區人民政府)

二、強化重大項目要素保障

(四)支(zhi)持重(zhong)大(da)項(xiang)(xiang)(xiang)目落地(di)建(jian)設。發(fa)(fa)(fa)揮海(hai)河產(chan)(chan)業(ye)(ye)(ye)基(ji)金(jin)、濱海(hai)產(chan)(chan)業(ye)(ye)(ye)發(fa)(fa)(fa)展基(ji)金(jin)等政(zheng)府(fu)引(yin)導(dao)基(ji)金(jin)及母基(ji)金(jin)合(he)(he)作伙伴的渠(qu)道資源(yuan)(yuan)、產(chan)(chan)業(ye)(ye)(ye)資源(yuan)(yuan)優勢,引(yin)導(dao)重(zhong)大(da)石化(hua)化(hua)工項(xiang)(xiang)(xiang)目落地(di)本市(shi)(shi),帶動存量項(xiang)(xiang)(xiang)目增資擴能。對經(jing)認定屬(shu)于本市(shi)(shi)優先發(fa)(fa)(fa)展產(chan)(chan)業(ye)(ye)(ye)、投資額(e)度(du)大(da)、用地(di)集約的重(zhong)大(da)石化(hua)化(hua)工項(xiang)(xiang)(xiang)目,土(tu)地(di)出讓底價可按不低于所在地(di)土(tu)地(di)等別對應(ying)工業(ye)(ye)(ye)用地(di)最低價標準(zhun)的70%,且不低于項(xiang)(xiang)(xiang)目實際土(tu)地(di)取(qu)得(de)成本、土(tu)地(di)前期開發(fa)(fa)(fa)成本和(he)相關(guan)費(fei)用之和(he)執(zhi)行。(責(ze)任單位:市(shi)(shi)金(jin)融(rong)局、市(shi)(shi)規劃資源(yuan)(yuan)局、市(shi)(shi)工業(ye)(ye)(ye)和(he)信(xin)息化(hua)局、市(shi)(shi)發(fa)(fa)(fa)展改革(ge)委、市(shi)(shi)財政(zheng)局、市(shi)(shi)合(he)(he)作交流辦(ban)、市(shi)(shi)商(shang)務局、各有關(guan)區人民政(zheng)府(fu))

(六(liu))落實(shi)重點(dian)項目(mu)(mu)環(huan)(huan)(huan)境(jing)容量(liang)(liang)保障。按(an)照(zhao)建設項目(mu)(mu)主要污(wu)染(ran)(ran)物(wu)排(pai)放(fang)總(zong)量(liang)(liang)控制制度要求(qiu),在濱海(hai)新(xin)(xin)區實(shi)施大氣(qi)和水(shui)污(wu)染(ran)(ran)治(zhi)理工程、充分挖掘區域污(wu)染(ran)(ran)物(wu)減排(pai)潛力的(de)前(qian)(qian)(qian)提下,如可(ke)替代總(zong)量(liang)(liang)指標(biao)(biao)(biao)仍有(you)(you)(you)缺口,支持(chi)濱海(hai)新(xin)(xin)區通過區域有(you)(you)(you)償調(diao)劑、指標(biao)(biao)(biao)互換(huan)、提前(qian)(qian)(qian)預支等(deng)措施,對市級重點(dian)項目(mu)(mu)污(wu)染(ran)(ran)物(wu)排(pai)放(fang)總(zong)量(liang)(liang)指標(biao)(biao)(biao)給予保障。指導(dao)石(shi)化化工企業(ye)(ye)申報環(huan)(huan)(huan)保A級企業(ye)(ye),新(xin)(xin)建項目(mu)(mu)按(an)A級企業(ye)(ye)標(biao)(biao)(biao)準設計(ji),提升企業(ye)(ye)環(huan)(huan)(huan)境(jing)容量(liang)(liang)指標(biao)(biao)(biao)使用效(xiao)(xiao)率。積極爭取(qu)將部分環(huan)(huan)(huan)保績(ji)效(xiao)(xiao)水(shui)平高、經濟社會貢獻大,且啟動實(shi)施提標(biao)(biao)(biao)改造計(ji)劃的(de)企業(ye)(ye)提前(qian)(qian)(qian)納入更高的(de)績(ji)效(xiao)(xiao)等(deng)級。探(tan)索建立污(wu)染(ran)(ran)物(wu)排(pai)放(fang)權交易(yi)制度和交易(yi)平臺,逐步形成利用交易(yi)方式(shi)解決環(huan)(huan)(huan)境(jing)容量(liang)(liang)指標(biao)(biao)(biao)問題的(de)市場(chang)機制。(責(ze)任單(dan)位(wei):市生態(tai)環(huan)(huan)(huan)境(jing)局(ju)、各有(you)(you)(you)關區人民政(zheng)府)

(七(qi))強化(hua)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)支持。加強國家及(ji)市(shi)(shi)(shi)級(ji)重大項(xiang)目(mu)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)保障,切實滿足合(he)理用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)需(xu)求。支持化(hua)工園區(qu)中擬(ni)出讓(rang)的(de)工業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)實行“標準地(di)(di)”出讓(rang),加快推進區(qu)域評估,提(ti)高(gao)(gao)土地(di)(di)配置效(xiao)率。允(yun)許采取租讓(rang)結合(he)、先租后讓(rang)、彈(dan)性年期等方式供應工業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di),降低企業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)成本(ben)。對符合(he)本(ben)市(shi)(shi)(shi)推進產(chan)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)高(gao)(gao)質量規(gui)劃(hua)利(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)管理規(gui)定的(de)科(ke)技孵化(hua)、檢(jian)(jian)驗(yan)檢(jian)(jian)測、中試(shi)基地(di)(di)等項(xiang)目(mu)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di),可(ke)按照新型(xing)產(chan)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)實施管理。鼓勵產(chan)業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)混合(he)利(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong),盤活低效(xiao)存(cun)量用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di),在符合(he)規(gui)劃(hua)、不改(gai)變(bian)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)途的(de)前提(ti)下,現有工業(ye)(ye)(ye)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)提(ti)高(gao)(gao)土地(di)(di)利(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)(yong)率和增加容(rong)積率,不再增收土地(di)(di)出讓(rang)價款。(責任單位:市(shi)(shi)(shi)規(gui)劃(hua)資源局(ju)、市(shi)(shi)(shi)發展改(gai)革委、市(shi)(shi)(shi)工業(ye)(ye)(ye)和信息化(hua)局(ju)、各(ge)有關區(qu)人民政府)

三、支持企業轉型升級

(十三(san))支持企業(ye)(ye)申報綠(lv)色單(dan)位(wei)示范。對入(ru)選國家級和(he)市級綠(lv)色制(zhi)造單(dan)位(wei)、能(neng)效之星、能(neng)效(水效)“領跑者(zhe)”、綠(lv)色制(zhi)造系統(tong)解決方案供應(ying)商等示范稱(cheng)號,以及入(ru)選天(tian)津市戰(zhan)略性新興(xing)產業(ye)(ye)企業(ye)(ye)名單(dan)的(de)企業(ye)(ye),符合(he)《重(zhong)污(wu)染天(tian)氣重(zhong)點行業(ye)(ye)應(ying)急減(jian)排措施制(zhi)定(ding)技術指(zhi)南(nan)(2020年修訂版)》及相關要求(qiu)的(de),優先納入(ru)重(zhong)污(wu)染天(tian)氣保(bao)障(zhang)類企業(ye)(ye)清單(dan)。對能(neng)效(水效)提升、資源綜(zong)合(he)利用、綠(lv)色低碳改造等項目,鼓(gu)勵金融(rong)機(ji)構加大綠(lv)色信貸的(de)投(tou)放力度。(責任(ren)單(dan)位(wei):市生態環境局、市工(gong)業(ye)(ye)和(he)信息化(hua)局、人(ren)民銀行天(tian)津分行、市金融(rong)局)

(十四)引導企業突破(po)“卡(ka)脖子”技(ji)術(shu)。推動物質綠色創造與制造海河實(shi)驗室建設研究(jiu)成(cheng)果在本市(shi)落地轉化。在高端聚烯烴、特種工程塑料(liao)、高性(xing)能功能膜(mo)材料(liao)等化工新材料(liao)以(yi)及電(dian)子化學品(pin)、生(sheng)物質化學品(pin)、資(zi)源(yuan)回收利用(yong)、節(jie)能低碳(tan)領(ling)域,通過“揭榜掛帥(shuai)”、“賽馬”等模式,推動實(shi)施技(ji)術(shu)攻關(guan)項目,突破(po)一(yi)批“卡(ka)脖子”技(ji)術(shu)。(責任單位:市(shi)工業和(he)信(xin)息化局、市(shi)科技(ji)局、市(shi)財(cai)政局、市(shi)教委)

四、加大財政金融支持

(十五)加大海(hai)(hai)域(yu)(yu)使用(yong)金定向補助(zhu)力度。石(shi)化化工項目辦理海(hai)(hai)域(yu)(yu)使用(yong)權證所繳納的海(hai)(hai)域(yu)(yu)使用(yong)金地方留成部(bu)分,由市(shi)財政通(tong)過年終結(jie)算方式補助(zhu)濱(bin)海(hai)(hai)新(xin)區(qu)財政,按規定專項用(yong)于化工園區(qu)海(hai)(hai)洋環境保(bao)護、修復整(zheng)治、能力建設、海(hai)(hai)洋經濟發展等。(責任(ren)單位:市(shi)財政局、濱(bin)海(hai)(hai)新(xin)區(qu)人民政府(fu))

(十(shi)六)加大(da)金(jin)融(rong)(rong)(rong)機(ji)構支持力度。研究設立石(shi)化化工產(chan)(chan)業(ye)(ye)(ye)發(fa)展基(ji)金(jin),用足用好海河產(chan)(chan)業(ye)(ye)(ye)基(ji)金(jin)、濱海產(chan)(chan)業(ye)(ye)(ye)發(fa)展基(ji)金(jin)等(deng)(deng)政府引導基(ji)金(jin),加速(su)促進科研成果產(chan)(chan)業(ye)(ye)(ye)化。組織金(jin)融(rong)(rong)(rong)機(ji)構對接(jie)鏈(lian)上(shang)(shang)重(zhong)點企(qi)業(ye)(ye)(ye),提供(gong)差異(yi)化、場景化、針對性的金(jin)融(rong)(rong)(rong)產(chan)(chan)品和服(fu)務,支持金(jin)融(rong)(rong)(rong)機(ji)構申請碳(tan)減排支持工具、煤炭清潔高(gao)效利用專項再貸款等(deng)(deng)貨幣(bi)政策工具。加大(da)對綠色低碳(tan)、能源高(gao)效利用、清潔生產(chan)(chan)等(deng)(deng)領域的信(xin)貸資(zi)(zi)金(jin)供(gong)給。鼓(gu)勵具有(you)發(fa)展前(qian)景、具備條件的企(qi)業(ye)(ye)(ye)發(fa)行企(qi)業(ye)(ye)(ye)債(zhai)券,利用企(qi)業(ye)(ye)(ye)上(shang)(shang)市、股(gu)權融(rong)(rong)(rong)資(zi)(zi)、金(jin)融(rong)(rong)(rong)租賃等(deng)(deng)多種融(rong)(rong)(rong)資(zi)(zi)方式,解決企(qi)業(ye)(ye)(ye)資(zi)(zi)金(jin)問題(ti)。(責任單位:市金(jin)融(rong)(rong)(rong)局、市發(fa)展改革委、人民(min)銀行天津分行、天津銀保監局)

(十七(qi))鼓勵企業(ye)(ye)參與綠色金(jin)融(rong)。鼓勵石化化工、氫能(neng)(neng)、冷能(neng)(neng)綜合利用(yong)等企業(ye)(ye)通過(guo)碳(tan)(tan)捕(bu)集利用(yong)與封存、應用(yong)綠色能(neng)(neng)源(yuan)等方式減排降碳(tan)(tan),依托全國碳(tan)(tan)交易(yi)(yi)系統,將其產(chan)品制(zhi)造(zao)、場景應用(yong)等環節產(chan)生的碳(tan)(tan)資產(chan)或節約碳(tan)(tan)配額進行上市(shi)(shi)交易(yi)(yi),豐富市(shi)(shi)場交易(yi)(yi)主體(ti),引入碳(tan)(tan)交易(yi)(yi)信用(yong)保證(zheng)保險,建立(li)碳(tan)(tan)普惠機制(zhi),引導企業(ye)(ye)不斷提升(sheng)碳(tan)(tan)資產(chan)管理能(neng)(neng)力(li)。(責任單(dan)位:市(shi)(shi)發展改革委、市(shi)(shi)工業(ye)(ye)和信息化局、市(shi)(shi)財政局、市(shi)(shi)金(jin)融(rong)局)
