天津:支持石化化工企業自建風光項目,提高綠電比例

近日,天津市發(fa)改委印發(fa)《關于支持綠色石化產業鏈高質量發(fa)展的若干措施》的通知。

通知指出,優化項目(mu)環評(ping)流(liu)程(cheng),除(chu)國家審批(pi)項目(mu)外,依規開展圍填(tian)海歷史遺留(liu)問題區域內(nei)的海洋(yang)工(gong)程(cheng)環評(ping)并將評(ping)價(jia)內(nei)容納入建(jian)設項目(mu)環評(ping)文件,履行(xing)建(jian)設項目(mu)環評(ping)審批(pi)程(cheng)序,實現(xian)降本(ben)提(ti)速(su)。對于石化化工(gong)項目(mu)及其配套建(jian)設的大(da)型風電、光伏等(deng)項目(mu),特別(bie)是涉(she)及生態環境(jing)評(ping)價(jia)較為復雜的建(jian)設項目(mu),通過提(ti)前介入、現(xian)場(chang)服(fu)務等(deng)方式做好(hao)規劃環評(ping)審查、項目(mu)環評(ping)審批(pi)服(fu)務,提(ti)高項目(mu)環評(ping)審批(pi)效率。

為貫徹(che)落(luo)實市委、市政(zheng)府關于制(zhi)(zhi)造業(ye)高(gao)質量發(fa)(fa)展(zhan)行動(dong)的(de)決策部署,加(jia)快建(jian)設(she)全國(guo)先進(jin)制(zhi)(zhi)造研發(fa)(fa)基(ji)地(di),推進(jin)南港(gang)工業(ye)區世界一流化工新材料基(ji)地(di)建(jian)設(she),推動(dong)綠(lv)色石(shi)化產業(ye)鏈(lian)高(gao)質量發(fa)(fa)展(zhan),夯實產業(ye)發(fa)(fa)展(zhan)基(ji)礎,提升(sheng)產業(ye)發(fa)(fa)展(zhan)能級,增強(qiang)產業(ye)競爭力,制(zhi)(zhi)定以(yi)下政(zheng)策措施:

一、做好項目審批服務

(一(yi))嚴把項(xiang)目(mu)(mu)審批(pi)安(an)全(quan)(quan)(quan)關。按(an)照國家發展改革委《產業結構調(diao)整指(zhi)導目(mu)(mu)錄(lu)》要求,引(yin)入(ru)高端(duan)化(hua)(hua)(hua)、綠色(se)化(hua)(hua)(hua)、智能化(hua)(hua)(hua)石(shi)化(hua)(hua)(hua)化(hua)(hua)(hua)工項(xiang)目(mu)(mu)。嚴格落實(shi)國務(wu)院安(an)委會安(an)全(quan)(quan)(quan)生產十五條措(cuo)施以及國家危險化(hua)(hua)(hua)學品生產建(jian)設項(xiang)目(mu)(mu)安(an)全(quan)(quan)(quan)風險防(fang)控有關規(gui)定,按(an)照化(hua)(hua)(hua)工園區項(xiang)目(mu)(mu)安(an)全(quan)(quan)(quan)準入(ru)條件對(dui)擬引(yin)進(jin)建(jian)設項(xiang)目(mu)(mu)進(jin)行決(jue)策咨詢服務(wu),依(yi)法依(yi)規(gui)選用安(an)全(quan)(quan)(quan)設計規(gui)范標準,牢牢守住(zhu)項(xiang)目(mu)(mu)審批(pi)安(an)全(quan)(quan)(quan)紅線。(責任單(dan)位:市(shi)發展改革委、市(shi)應急局(ju)(ju)、市(shi)規(gui)劃資源局(ju)(ju)、市(shi)工業和信息化(hua)(hua)(hua)局(ju)(ju)、市(shi)生態(tai)環境局(ju)(ju)、各(ge)有關區人民政(zheng)府)

(二)建立(li)健全項(xiang)(xiang)目(mu)(mu)用(yong)(yong)海(hai)(hai)(hai)(hai)用(yong)(yong)地審批綠色(se)通道。對(dui)擬落(luo)(luo)位于(yu)圍填海(hai)(hai)(hai)(hai)歷史遺留(liu)問(wen)題成陸區域、50公(gong)頃以上、需報國務院審核(he)的(de)用(yong)(yong)海(hai)(hai)(hai)(hai)項(xiang)(xiang)目(mu)(mu),支持項(xiang)(xiang)目(mu)(mu)方(fang)加快辦理用(yong)(yong)海(hai)(hai)(hai)(hai)前期(qi)手(shou)續。對(dui)擬落(luo)(luo)位于(yu)圍填海(hai)(hai)(hai)(hai)歷史遺留(liu)問(wen)題成陸區域、50公(gong)頃以下的(de)用(yong)(yong)海(hai)(hai)(hai)(hai)項(xiang)(xiang)目(mu)(mu),優化用(yong)(yong)海(hai)(hai)(hai)(hai)用(yong)(yong)地程序,對(dui)用(yong)(yong)海(hai)(hai)(hai)(hai)審核(he)、用(yong)(yong)地審批、規劃許可等(deng)流(liu)程,并聯(lian)辦理、要件共享、流(liu)程優化,最(zui)大限(xian)度縮減用(yong)(yong)海(hai)(hai)(hai)(hai)用(yong)(yong)地項(xiang)(xiang)目(mu)(mu)手(shou)續辦理時間,構建項(xiang)(xiang)目(mu)(mu)用(yong)(yong)海(hai)(hai)(hai)(hai)用(yong)(yong)地審批綠色(se)通道。(責任單位:市規劃資源局(ju)、濱海(hai)(hai)(hai)(hai)新區人民政府)

(三)優化(hua)石(shi)化(hua)化(hua)工(gong)(gong)及配(pei)套項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)流程(cheng)。優化(hua)項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)流程(cheng),除國家審(shen)批項(xiang)目(mu)(mu)(mu)(mu)外(wai),依(yi)規開展圍(wei)填(tian)海(hai)歷史遺留問題(ti)區(qu)域(yu)內(nei)的海(hai)洋工(gong)(gong)程(cheng)環(huan)(huan)評(ping)(ping)(ping)并將評(ping)(ping)(ping)價內(nei)容納入建(jian)(jian)設(she)項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)文件,履行建(jian)(jian)設(she)項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)審(shen)批程(cheng)序,實(shi)現降(jiang)本(ben)提速。對于石(shi)化(hua)化(hua)工(gong)(gong)項(xiang)目(mu)(mu)(mu)(mu)及其配(pei)套建(jian)(jian)設(she)的大型風電(dian)、光伏等新(xin)能源(yuan)項(xiang)目(mu)(mu)(mu)(mu),特別是(shi)涉及生態環(huan)(huan)境評(ping)(ping)(ping)價較為復雜的建(jian)(jian)設(she)項(xiang)目(mu)(mu)(mu)(mu),通過提前介(jie)入、現場服(fu)務(wu)等方(fang)式做(zuo)好規劃環(huan)(huan)評(ping)(ping)(ping)審(shen)查、項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)審(shen)批服(fu)務(wu),提高項(xiang)目(mu)(mu)(mu)(mu)環(huan)(huan)評(ping)(ping)(ping)審(shen)批效率。(責(ze)任(ren)單(dan)位:市生態環(huan)(huan)境局(ju)、各(ge)有關區(qu)人民政府)

二、強化重大項目要素保障

(四)支持重(zhong)大(da)項目落地(di)(di)(di)(di)建設。發(fa)(fa)揮海河產業基(ji)金(jin)(jin)、濱海產業發(fa)(fa)展(zhan)基(ji)金(jin)(jin)等(deng)政(zheng)府引(yin)導基(ji)金(jin)(jin)及母基(ji)金(jin)(jin)合作伙伴的(de)渠道資(zi)源、產業資(zi)源優(you)勢,引(yin)導重(zhong)大(da)石化化工(gong)(gong)項目落地(di)(di)(di)(di)本(ben)(ben)市(shi),帶動存量(liang)項目增(zeng)資(zi)擴(kuo)能。對經認定屬于(yu)本(ben)(ben)市(shi)優(you)先發(fa)(fa)展(zhan)產業、投(tou)資(zi)額度大(da)、用地(di)(di)(di)(di)集約的(de)重(zhong)大(da)石化化工(gong)(gong)項目,土(tu)(tu)地(di)(di)(di)(di)出讓底價(jia)可按不低于(yu)所(suo)在地(di)(di)(di)(di)土(tu)(tu)地(di)(di)(di)(di)等(deng)別(bie)對應工(gong)(gong)業用地(di)(di)(di)(di)最低價(jia)標準的(de)70%,且不低于(yu)項目實際土(tu)(tu)地(di)(di)(di)(di)取(qu)得成(cheng)本(ben)(ben)、土(tu)(tu)地(di)(di)(di)(di)前期開發(fa)(fa)成(cheng)本(ben)(ben)和(he)相關(guan)費用之和(he)執行。(責任單位:市(shi)金(jin)(jin)融局、市(shi)規劃(hua)資(zi)源局、市(shi)工(gong)(gong)業和(he)信息化局、市(shi)發(fa)(fa)展(zhan)改革委、市(shi)財(cai)政(zheng)局、市(shi)合作交流辦、市(shi)商務(wu)局、各(ge)有關(guan)區人(ren)民(min)政(zheng)府)

(五)落(luo)實重點項(xiang)(xiang)目(mu)能(neng)耗保(bao)障。完善能(neng)耗雙控(kong)制度,從源頭(tou)提高能(neng)源利(li)用(yong)效率,增強能(neng)源消費總量管理彈(dan)性,嚴格新(xin)建(jian)項(xiang)(xiang)目(mu)節能(neng)審(shen)查,確(que)保(bao)項(xiang)(xiang)目(mu)能(neng)效達(da)到行業先進(jin)水平。落(luo)實新(xin)增可再生能(neng)源和(he)原料用(yong)能(neng)不(bu)納入能(neng)源消費總量控(kong)制政策,積極爭(zheng)取本市(shi)重大石化(hua)化(hua)工項(xiang)(xiang)目(mu)納入國家能(neng)耗單(dan)列(lie)范圍。(責任(ren)單(dan)位:市(shi)發展(zhan)改革委、各有關區人民(min)政府)

(六)落實重點(dian)項目(mu)環(huan)境容(rong)量(liang)保障。按(an)照建設項目(mu)主要污染(ran)(ran)物(wu)(wu)排(pai)放(fang)總(zong)量(liang)控制(zhi)(zhi)制(zhi)(zhi)度(du)要求,在濱海(hai)新(xin)區(qu)(qu)實施(shi)大(da)氣和水污染(ran)(ran)治(zhi)理工程、充(chong)分挖掘區(qu)(qu)域污染(ran)(ran)物(wu)(wu)減排(pai)潛力的(de)前提下,如可替代總(zong)量(liang)指(zhi)標(biao)仍有缺口,支(zhi)(zhi)持濱海(hai)新(xin)區(qu)(qu)通過區(qu)(qu)域有償調劑、指(zhi)標(biao)互換、提前預支(zhi)(zhi)等(deng)(deng)措施(shi),對市(shi)(shi)級(ji)重點(dian)項目(mu)污染(ran)(ran)物(wu)(wu)排(pai)放(fang)總(zong)量(liang)指(zhi)標(biao)給予保障。指(zhi)導石化(hua)化(hua)工企(qi)業(ye)(ye)(ye)申(shen)報環(huan)保A級(ji)企(qi)業(ye)(ye)(ye),新(xin)建項目(mu)按(an)A級(ji)企(qi)業(ye)(ye)(ye)標(biao)準設計,提升企(qi)業(ye)(ye)(ye)環(huan)境容(rong)量(liang)指(zhi)標(biao)使用效(xiao)率。積極爭(zheng)取將部分環(huan)保績(ji)(ji)效(xiao)水平(ping)高、經濟(ji)社(she)會貢獻大(da),且啟動實施(shi)提標(biao)改造(zao)計劃的(de)企(qi)業(ye)(ye)(ye)提前納入(ru)更(geng)高的(de)績(ji)(ji)效(xiao)等(deng)(deng)級(ji)。探索建立污染(ran)(ran)物(wu)(wu)排(pai)放(fang)權交(jiao)易制(zhi)(zhi)度(du)和交(jiao)易平(ping)臺,逐步形(xing)成利(li)用交(jiao)易方式解(jie)決環(huan)境容(rong)量(liang)指(zhi)標(biao)問題(ti)的(de)市(shi)(shi)場機制(zhi)(zhi)。(責任(ren)單位:市(shi)(shi)生(sheng)態(tai)環(huan)境局、各有關區(qu)(qu)人民政(zheng)府(fu))

(七)強化用(yong)(yong)(yong)地(di)(di)支(zhi)持(chi)。加強國家及市(shi)級重大項目用(yong)(yong)(yong)地(di)(di)保(bao)障,切實(shi)滿足(zu)合理(li)用(yong)(yong)(yong)地(di)(di)需求(qiu)。支(zhi)持(chi)化工園區中(zhong)(zhong)擬(ni)出(chu)讓(rang)(rang)(rang)的工業(ye)(ye)用(yong)(yong)(yong)地(di)(di)實(shi)行“標準地(di)(di)”出(chu)讓(rang)(rang)(rang),加快推進區域評估,提高土(tu)地(di)(di)配置(zhi)效率(lv)。允(yun)許采(cai)取租(zu)(zu)讓(rang)(rang)(rang)結合、先租(zu)(zu)后讓(rang)(rang)(rang)、彈性年期等方(fang)式(shi)供(gong)應(ying)工業(ye)(ye)用(yong)(yong)(yong)地(di)(di),降低企業(ye)(ye)用(yong)(yong)(yong)地(di)(di)成本。對符(fu)(fu)合本市(shi)推進產(chan)業(ye)(ye)用(yong)(yong)(yong)地(di)(di)高質量(liang)規劃(hua)利用(yong)(yong)(yong)管理(li)規定的科技孵化、檢(jian)驗(yan)檢(jian)測、中(zhong)(zhong)試(shi)基地(di)(di)等項目用(yong)(yong)(yong)地(di)(di),可按照新型(xing)產(chan)業(ye)(ye)用(yong)(yong)(yong)地(di)(di)實(shi)施(shi)管理(li)。鼓(gu)勵產(chan)業(ye)(ye)用(yong)(yong)(yong)地(di)(di)混合利用(yong)(yong)(yong),盤活低效存(cun)量(liang)用(yong)(yong)(yong)地(di)(di),在符(fu)(fu)合規劃(hua)、不(bu)改(gai)變(bian)用(yong)(yong)(yong)途的前提下,現有工業(ye)(ye)用(yong)(yong)(yong)地(di)(di)提高土(tu)地(di)(di)利用(yong)(yong)(yong)率(lv)和(he)(he)增(zeng)加容積率(lv),不(bu)再(zai)增(zeng)收土(tu)地(di)(di)出(chu)讓(rang)(rang)(rang)價款。(責任單(dan)位:市(shi)規劃(hua)資(zi)源局(ju)、市(shi)發展改(gai)革委、市(shi)工業(ye)(ye)和(he)(he)信息化局(ju)、各有關區人民(min)政府)

(八)實施人(ren)才(cai)引育行動。發揮天津(jin)精細化(hua)工和新材(cai)料產業(人(ren)才(cai))聯盟作(zuo)用,支(zhi)(zhi)持引育綠色石(shi)化(hua)產業鏈緊缺、關鍵、核心人(ren)才(cai)。支(zhi)(zhi)持重點企業申報本市“項(xiang)目+團(tuan)隊”重點培養專(zhuan)(zhuan)項(xiang),給予(yu)團(tuan)隊建設、貸款貼息資助,培育一(yi)批高層次人(ren)才(cai)。探索鏈上企業與天津(jin)大學(xue)、南開大學(xue)、遼寧石(shi)油(you)化(hua)工大學(xue)等高校(xiao)加強(qiang)合作(zuo),培育一(yi)批專(zhuan)(zhuan)業技術人(ren)才(cai)。(責任單位:市人(ren)社局、市科技局、市教委(wei)、市財政局、各有(you)關區人(ren)民政府)

三、支持企業轉型升級

(十)支持企業綠色(se)化(hua)轉(zhuan)型。推動(dong)落(luo)實石化(hua)化(hua)工(gong)領(ling)(ling)域節能(neng)降(jiang)(jiang)碳和(he)(he)綠色(se)轉(zhuan)型,堅決遏制(zhi)高(gao)耗能(neng)、高(gao)排(pai)放、低水(shui)(shui)平項(xiang)目盲目發(fa)展(zhan),提(ti)升(sheng)產業發(fa)展(zhan)層級。制(zhi)定(ding)石化(hua)化(hua)工(gong)領(ling)(ling)域節能(neng)降(jiang)(jiang)碳實施方案,開展(zhan)企業能(neng)效(xiao)(xiao)水(shui)(shui)平調查(cha),分(fen)類制(zhi)定(ding)能(neng)效(xiao)(xiao)先進和(he)(he)落(luo)后清單,向社會公開發(fa)布并接受監(jian)督。擴大海水(shui)(shui)淡(dan)化(hua)水(shui)(shui)應(ying)用比例,依法科學(xue)確定(ding)海水(shui)(shui)淡(dan)化(hua)濃鹽水(shui)(shui)的排(pai)放方式(shi)和(he)(he)排(pai)放去向,推動(dong)濃海水(shui)(shui)資源化(hua)利用。(責任單位:市發(fa)展(zhan)改革委、市工(gong)業和(he)(he)信(xin)息化(hua)局(ju))

四、加大財政金融支持

(十(shi)五)加(jia)大(da)海(hai)(hai)域(yu)(yu)使用(yong)(yong)金定向補(bu)助力(li)度。石化(hua)化(hua)工項目辦理海(hai)(hai)域(yu)(yu)使用(yong)(yong)權(quan)證所(suo)繳(jiao)納的(de)海(hai)(hai)域(yu)(yu)使用(yong)(yong)金地方(fang)(fang)留成部(bu)分,由市財政(zheng)(zheng)通過(guo)年終(zhong)結算方(fang)(fang)式(shi)補(bu)助濱海(hai)(hai)新(xin)區(qu)財政(zheng)(zheng),按(an)規定專項用(yong)(yong)于化(hua)工園區(qu)海(hai)(hai)洋環境保護、修復整(zheng)治、能力(li)建設、海(hai)(hai)洋經濟發展等。(責任單位:市財政(zheng)(zheng)局、濱海(hai)(hai)新(xin)區(qu)人民(min)政(zheng)(zheng)府)

(十六)加大金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)機構支(zhi)(zhi)持力度。研究設(she)立石化化工(gong)產(chan)(chan)業(ye)發展基(ji)金(jin)(jin)(jin)(jin),用(yong)足用(yong)好海(hai)河產(chan)(chan)業(ye)基(ji)金(jin)(jin)(jin)(jin)、濱海(hai)產(chan)(chan)業(ye)發展基(ji)金(jin)(jin)(jin)(jin)等(deng)政(zheng)府引導基(ji)金(jin)(jin)(jin)(jin),加速促進(jin)科研成果產(chan)(chan)業(ye)化。組織金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)機構對接(jie)鏈(lian)上重點(dian)企(qi)(qi)業(ye),提供差異化、場景(jing)化、針對性的(de)金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)產(chan)(chan)品和服務,支(zhi)(zhi)持金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)機構申請(qing)碳減排支(zhi)(zhi)持工(gong)具(ju)、煤炭清(qing)潔高(gao)效利用(yong)專項再貸款等(deng)貨幣(bi)政(zheng)策工(gong)具(ju)。加大對綠色低(di)碳、能(neng)源高(gao)效利用(yong)、清(qing)潔生產(chan)(chan)等(deng)領(ling)域的(de)信貸資(zi)金(jin)(jin)(jin)(jin)供給。鼓勵具(ju)有發展前(qian)景(jing)、具(ju)備(bei)條(tiao)件的(de)企(qi)(qi)業(ye)發行企(qi)(qi)業(ye)債券,利用(yong)企(qi)(qi)業(ye)上市、股權融(rong)(rong)(rong)資(zi)、金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)租(zu)賃等(deng)多種融(rong)(rong)(rong)資(zi)方式,解決(jue)企(qi)(qi)業(ye)資(zi)金(jin)(jin)(jin)(jin)問題(ti)。(責任單位(wei):市金(jin)(jin)(jin)(jin)融(rong)(rong)(rong)局(ju)、市發展改革委、人民銀行天津(jin)分行、天津(jin)銀保(bao)監局(ju))

(十七)鼓勵企(qi)業參與(yu)綠色金(jin)融(rong)。鼓勵石(shi)化(hua)化(hua)工、氫能、冷能綜合(he)利用(yong)等企(qi)業通過碳(tan)捕集利用(yong)與(yu)封存(cun)、應用(yong)綠色能源等方式減排降碳(tan),依托全(quan)國碳(tan)交(jiao)易(yi)系統,將其產(chan)品制(zhi)造、場景應用(yong)等環節(jie)(jie)產(chan)生(sheng)的碳(tan)資產(chan)或節(jie)(jie)約碳(tan)配額進(jin)行(xing)上(shang)市交(jiao)易(yi),豐富市場交(jiao)易(yi)主(zhu)體(ti),引入碳(tan)交(jiao)易(yi)信用(yong)保證保險(xian),建立碳(tan)普惠機制(zhi),引導企(qi)業不斷提升碳(tan)資產(chan)管理能力。(責任單位(wei):市發展改革委、市工業和(he)信息化(hua)局(ju)、市財政局(ju)、市金(jin)融(rong)局(ju))
